Yes, LDA is within its powers to revise the category/zone of a plot. In the event LDA considers your plot to be commercial it will consequentially levy betterment fee on plot owners of land situated in an area considered commercial by LDA. The Authority shall assess the betterment fee keeping in view the following criteria:(a) total covered area of the proposed commercial building; and (b) typology ( proposed use) of the building.
