The short answer

Yes, with one condition. The Higher Education Commission (HEC) lists Blackstone School of Law and Business, Lahore, as a recognised institution teaching the University of London LLB (Hons), valid from 24 March 2026 to 31 March 2028. HEC's listing adds that the LLB is subject to the prior recognition by the Pakistan Bar Council, which decides who can enrol as an advocate. If you plan to practise in Pakistan, confirm the Bar Council's position for your intake before you enrol.

What HEC's list says

HEC publishes a list of recognised Transnational Education (TNE) institutions: Pakistani institutions that teach a foreign university's degree. Blackstone's entry reads:

HEC listing
InstitutionBlackstone School of Law and Business, 5-Ahmed Block, Garden Town, Lahore
Foreign universityUniversity of London, UK
ProgrammeLLB (Hons), subject to the prior recognition by the Pakistan Bar Council
Valid24 March 2026 to 31 March 2028

You can check it yourself on HEC's list of recognised TNE institutions.

What the Pakistan Bar Council condition means

HEC recognition covers the degree and the institution. Enrolling as an advocate in Pakistan is a separate decision made by the Pakistan Bar Council, which sets its own rules for foreign law degrees. That is why HEC's listing makes the LLB subject to the Bar Council's prior recognition. Ask the Bar Council, or ask our admissions team to show you, what applies to your intake.

Who awards the degree

The University of London awards the LLB and sets and marks the exams. Blackstone teaches the classes in Lahore and is listed by the University as a Recognised Teaching Centre (see Blackstone on the University of London website). The degree is the same University of London LLB studied around the world.

Before you enrol

Rules on which law degrees can be used to practise in Pakistan are set by the Higher Education Commission (HEC) and the Pakistan Bar Council, and they can change. Before you enrol, confirm the current position for your intake with HEC and the Bar Council. The University of London gives the same advice: check with the regulator where you want to practise, and get the answer in writing, before you apply.
