Scope & Mission

Introduction

The "The Journal of Law & Policy Reform" invites scholars, practitioners and policymakers to contribute to our inaugural issue. This issue aims to foster a rich exchange of ideas and advancements in legal studies and policy reform, setting a new benchmark for academic excellence. With a commitment to showcasing rigorous research, critical analysis, and innovative perspectives, we seek submissions that address the complexities of current legal and policy challenges, theoretical advancements, and practical solutions.

Prof. Dr. Frank Emmert

Prof. Dr. Frank Emmert, LL.M., FCIArb, is a tenured professor at Indiana University Robert H. McKinney School of Law in Indianapolis and the Director of its Center for International and Comparative Law. He teaches International Business Transactions, International Commercial Arbitration, World Trade Law, International Investment Law, as well as European Union Law and has published more than 100 books and articles in these areas of law. Besides Indiana University, Professor Emmert has taught courses for credit at Cardozo, Tulane, Rutgers, and Stanford in the USA, St. Gall and Basel in Switzerland, as well as Alexandria, Amsterdam, AUCA, Cairo, Guadalajara, Prague, Sheffield, Strasbourg, Tallinn, USEK, Warsaw, and several other universities. He frequently speaks at conferences around the world and serves as a consultant and arbitrator in international business disputes. He is a Fellow of the Chartered Institute of Arbitrators and the founder and CEO of the International Smart Mediation and Arbitration Institute in Indianapolis (www.SmartArb.org). In 2017, he co-founded PrepayWay, a Swiss based company developing smart contracts for international real estate and other business transactions secured on the Blockchain (www.PrepayWay.com). Dr. Stephanie Krusemark

Dr. Stephanie Krusemark brings over 18 years of experience in higher education with a focus on strategic enrollment, equity, diversity, inclusion, and student success. Stephanie is an alumna of the Doctorate in Higher Education program offered by the Morgridge College of Education at the University of Denver where she specialized in Issues of Diversity and Higher Learning. Since graduating over a decade ago, she has been immersed in social justice research and practice pertaining to the lived experiences of historically excluded, underserved, and underrepresented student populations as an adjunct instructor for the Higher Education and Women’s and Gender Studies at the University of Denver and as a Chancellor’s Diversity Post-Doc Fellow in the Environmental Planning and Design program at the University of Colorado at Boulder. Her research has been published in the Journal of Research on Women and Gender.

Her commitment to equity, diversity, and inclusion are evident in her ability to immerse social justice practices in her approach to strategic enrollment which has led her into leadership roles at Naropa University, Prescott College, Santa Clara University, and Trinity Washington University. Her commitment to student success was most recently leveraged in the ed tech world as the first Vice President of University Relations for Mentor Collective where she served as a strategic thought partner to 70+ colleges and universities across the U.S. to close the equity achievement gap by leveraging peer and alumni mentorship. She currently serves as the Vice President of Enrollment Management for the Iliff School of Theology in Denver, Colorado where she will support the School to achieve its 50 in 5 Initiative to increase the diversity of its student body to 50% by 2024.  

She has been a member of the American Association of Collegiate Registrars and Admissions Officers, Critical Race Studies in Education Association, NACAC – National Association for College Admission Counseling, and NAGAP - The Graduate Enrollment Management.

Ujala Akram

Ujala Akram is currently serving as Founding Dean of Blackstone School of Law. She is a celebrated academic with extensive experience in heading academic and administrative units in several higher education settings in the USA and Pakistan. Before founding Blackstone School of Law, she held the role of Assistant Dean at Santa Clara University in the heart of the diverse and innovative Silicon Valley in California. She has also served as a Director at Santa Clara University, taught at and headed an academic department with the United States Department of Defense (DoD) and served as a Senior Advisor to the Graduate Law Programs at Indiana University Robert H. McKinney School of Law—Indianapolis (IU McKinney School of Law). During her years with IU McKinney School of Law, she also worked on a USAID grant-funded project through which the law school’s LL.M. Program was offered at Cairo University and Alexandria University in Egypt. She also worked at a prestigious law firm in Indianapolis, Faegre Baker Daniels LL.P., on an Environmental Protection Agency (EPA) project.

Ms. Akram’s specialized research and writings in the field of law and education focus on women's issues, minority rights, social justice, international protection of human rights, effective teaching methodologies; student learning styles. She's been teaching law to the University of London LL.B. students since 2013. Her hundreds of law lectures are publicly available on YouTube as an open source for students.  Her research and service both are derived by her strong commitment to social justice and her belief in making the quality education accessible to all social classes.

Prof. Scott Bates

Scott Bates has led teams, transformed organizations and delivered results at the state, national and international levels of government and policy development across the globe for over twenty-five years. He has worked with elected leaders and activists alike to build and strengthen democracy and governing institutions on five continents, in places as diverse as Iraq, Afghanistan, Kosovo, Bosnia, Haiti, Nigeria, Myanmar and the Persian Gulf.

Bates has extensive experience on Capitol Hill, including as a Congressional Chief of Staff and Communications Director.  After the attacks of September 11th,he was part of the team that created the U.S. House of Representatives Homeland Security Committee. As its first Senior Policy Advisor, Bates was principal author of “Winning the War on Terror” which helped inform the 9/11 Commission in the development of its report. As President of the Center for National Policy, Bates continued his work on international relations and national security issues. He led that think tank into a successful merger with the Truman National Security Project.

On the state level, Scott Bates developed the legislative agenda for the Governor of Virginia and led task forces on rural economic development as well as urban revitalization. As Secretary of the Commonwealth of Virginia, Bates appointed more women and minorities to state boards and commissions than all his predecessors combined.

In his home state of Connecticut, serving as Deputy Secretary of the State, Bates was responsible for the development and implementation of the plan to ensure safe, secure and accessible statewide elections during the COVID pandemic. As Founding Chairman of the Connecticut Port Authority, Bates led efforts that resulted in a transformational port development deal which brought the offshore wind industry to the state.

Scott Bates has taught as a Lecturer at the University of Tokyo, been an Instructor at the National Defense University and a Visiting Professor of International Law at the University of Indiana.  He holds J.D. from the University of Virginia School of Law and an MSc in International Relations from the London School of Economics.

 National Security

Scott Bates has led the US democracy support mission in war torn Kosovo, where he worked in partnership with the United Nations and other international partners to hold elections and launch Kosovo’s parliament.

Bates went on to become the first Senior Policy Advisor for the US House Homeland Security Committee where he helped lead a team that produced a dozen reports on homeland security ranging from bioterrorism to securing the border.  He was the principal author of “Winning the War on Terror” which helped inform the 9/11 Commission in developing its final report. 

As President of the Truman Center for National Policy, Bates developed numerous reports such as “A New Way Forward for NATO” and “Agility Across the Spectrum: A Future Force Blueprint” and led dozens of panels featuring leading foreign policy and defense officials and strategists.  He has taught as an Instructor at the National Defense University in Washington, DC and been a featured speaker on defense issues and international affairs at numerous international conferences. He has also provided commentary for media outlets on five continents including The New York Times, Washington Post, The Gulf Times, The Australian, the Taipei Times, the BBC, France 24 and Al Jazeera.

 Election Security

Scott Bates is a leader at the state and national level on election security.  Bates was part of the first meetings between the Department of Homeland Security and state election officials which led to the creation of the Election Infrastructure-Governing Coordinating Council.  In Connecticut, Bates organized and led the work of the Connecticut Election Cybersecurity Task Force. In the 2020 elections, he used the Task Force recommendations to develop and implement a plan that secured networks and trained personnel to protect Connecticut’s election infrastructure from cyber threats.

Bates worked with state and local officials to develop and deploy a system to track and counter election related disinformation.  This work was featured in presentations by the Center for a New American Security and the Annenberg Center at the University of Pennsylvania.  Bates has also served as a reviewer for the RAND Corporation on projects related to increasing the resilience of election systems across the US. He continues work on election security as Connecticut’s Deputy Secretary of the State.

 Green Energy

As Founding Chairman of the Connecticut Port Authority, Scott Bates secured a partnership with the largest offshore wind power company in the world to transform Connecticut’s State Pier into a hub for the wind power industry. Soon after completing his term as Chairman of the CT Port Authority, the Office of Connecticut’s Governor Ned Lamont issued a statement saying that in addition to being “the driving force behind recruiting the offshore wind industry to Connecticut, Bates led the negotiation of a 20 year port operations contract that attracted substantial private investment in State Pier.”

Bates continues his advocacy for green energy and has recently been a featured speaker at US Offshore Wind Conferences, leading discussions on developing partnerships to advance the offshore wind industry while securing port revitalization.

 

 

Call for Papers

We are issuing here a Call for Papers. “The Journal of Law & Policy Reform" invites scholars, practitioners and policymakers to contribute to our inaugural issue to send an article of 10000-13000 words setting out the prospective papers they would like to submit with any theme that comes within the overarching topic of  “Embracing Complexity in Law and Policy.” This issue aims to foster a rich exchange of ideas and advancements in legal studies and policy reform, setting a new benchmark for academic excellence. With a commitment to showcasing rigorous research, critical analysis, and innovative perspectives, we seek submissions that address the complexities of current legal and policy challenges, theoretical advancements, and practical solutions.

We will accept proposals for Article/Research Papers/Essays of 10000-13000 words.

  • Co-Authorship Limit

  1. Co-authorship is allowed to any number of Authors for a single submission for any Journal’s Submission.

  2. Each author will be provided with separate publication certificates.

  • Papers must be original which must be written solely by the Author(s), in English, and should not have been submitted for publication elsewhere. 

  • We advise Authors to add as many keywords as possible. Keywords should ideally be the words which anyone should use to search your article on google. Since all the articles published on this website will be indexed by Google, we recommend you to provide us with as many keywords as possible.

  • Plagiarism is strictly prohibited and shall lead to immediate rejection. Please refer to the plagiarism policy before submission.

  • Word Limit & Format

  • All submissions have to be made in MS Word format with Times New Roman Font size 12 and 1.5 line space.
